Toic/Toefl C1 with city&Guilds B2 ???

Hi
my friend applied T1(E) 200k in Country with C1 English showing in Toic.
now got letter from ukba either to send another english certificate or wait till they decide about TOIC/TOEFL as it is suspended.

He did City & Guilds but got B2.

dont want to keep trying for C1.

Should we send B2 as requirement is B1 now according to new rules. or should we keep waiting?

Please advise.

As per my information there are some problem with this certificates coz some days ago they were catching some students who apply on these certificates for extention. they think these are not genuinely taken.
