confusion in job creation according to new policy guidance .

Hi Everyone ,
I received my entrepreneur visa in APRIL 2013 and have an extension due next year april 2016.

I have employed one full time worker since may 2014 till date . My question is 1) do i need to employ TWO PEOPLE for 12 months each or one is ok for 24 months ?

As its very confusing in the policy guidance where in ( section D JOB CREATION page 28 ) POINT 110 it states that " YOUR SERVICE AND INVESTMENT MUST HAVE RESULTED IN THE BUSINESSES PROVIDING BETWEEN THEM , THE EQUIVALENT OF TWO EXTRA FULL TIME JOBS DURING THE PERIOD WHEN YOU HELD LEAVE AS A TIER 1 ( ENTREPRENEUR ) MIGRANT . THESE JOBS MUSTY BE TAKEN BY PEOPLE WHO ARE SETTLED IN THE UK AND THOSE JOBS MUST HAVE EXISTED 12 MONTHS EACH .

in page 29 point 116 states that : " People who have successfully applied to enter the route before 6 april 2014 may continue to employ

1) a single worker for 24 months ; or
2) one worker for 6 months and one for 18 months ; or
3) four workers for 6 months each
and still meet the requirements when they apply for extension and for settlement . Anyone applying to enter the route on or after 6 april 2014 must create employment for at least two seperate people and the jobs must exist for atlleast 12 months each .

As per my understanding I may continue to employ a single worker at one time ( as far as the required hours are satisfied ) and do not need two employees at a given time . But still am very confused and if anyone can please advice it will be of great help .
