Is 10 years long residency affected?

Hi everyone

If some one applied for tier 1 (entrepreneur) and his application got refused and at same time got appeal right but his visa is expired. If his appeal is rejected in lower tribunal and not granted permission for upper tribunal. He makes second application to home office within 28 days for tier 1 (entrepreneur) and get visa.

So his long residency is affected? Please looking forward for you reply
