Tier1 Policy before or after April 2014

I applied tier1 Enter visa in January 2014 but received BRP in April 2015.
Its request to reply me for below question.
Does current tier1 ent policy will be implement on my case or policy before April 2014?

or
your case was refused and you won the appeal and than it took 1 year and 4 month.

as far my understanding
the time you applied the visa in 2014 same rules will apply to you.
