I have a quick question. If anyone could help me out, I would appreciate it.

I was issued with a civil penalty of employing a student with 0 hours of work allowed who showed me his biometric card which clearly stated that he is allowed to work. As a normal person, you would never come to know if that card is fake or not.
Now that I have applied of ILR, I am just wondering that will it affect my application, as it was not my fault because that person gave me the required documents with the work hours allowed.

Declare the penalty.

It is clearly an employer's responsibility to check such matters rigorously as HO has made employers proxy immigration officials.

It is likely you were penalised for failing to exercise due care & diligence towards this obligation.
