For tier one extension if I have a German employee who is not in UK but actually living in Germany and working from home will it fulfill the employee requirement for Tier 1 extension as per the rules?

The requirement is an employee that is "settled in the UK".
Does this Employee have a UK address, does he/she pay taxes here, is the salary paid to a bank in the UK and are you paying NI/PAYE for him. If the answer is yes to all of these, then you it should be ok. If your answer is No to the last question, then the person is definitely not a settled worker in the UK.
