Post Decision Evidence which a Judge May consider

Hi Guys

Few days back i have seen a link to a PDF file to an external HO website where, it says that on appeal the judge MAY consider the post decision evidence (which was not available when the decision was made). Has anybody got a link to that PDF file. I can not find it here.

Could you please help me in this
