What is the most effective & convinient method for appeals?

1. Oral hearing or
2. An appeal on the papers.

Assume that i am able to provide all the evidence through papers.

Any thoughts on this please...

In my opinion, oral trumps paper. That way you have a chance to properly explain your case.

Also see others experience http://www.immigrationboards.com/viewto ... al+hearing
