BRP not returned after refusal

I applied for tier 2 extension as I am moving to a new sponsor. My BRP is valid till mid September
My application was refused due a missing advertisement reference number, said I can do an administrative review.
The was given back the passport but not the BRP!

1- Are they supposed to keep the BRP although its not expired ? if not how to get it back ?
2- Any ideas how long it takes to get admin review? My application was through a premium appointment
