Does Tier-2,ILR minimum salary includes high cost allowance?

Hello All,

I got an offer from a employer who mentioned the basic salary + high cost allowance as my total pay.
According to my soc code minimum salary is 33000 for 39 hours, As my employment is for 37.5hours it should be 31731. But my basic salary is 31380 only, but offer letter mentions high cost allowance of 4400 so my total gross salary will be 35780.
My question is whether this allowance can be considered in minimum threshold requirement for tier-2? As i will be eligible for ILR in couple of years based on 5 year tier-2 route, i would like to know whether this high cost allowance will be considered in minimum threshold requirement for ILR as well?

as long as it is guaranteed and will not be reduced, it will be included.

It would have to be part of the employment contract and have to be guaranteed and applicable at the time of ILR application.
Be aware the threshold continues to rise year on year.
