Previous Visa Refusal declarartion

Hi,

I am trying to fill the Tier 2 General application in Country Switch (T4 to T2). There is no place to declare about my previous UK visa refusal.

Do I need to declare it specifically in a Cover Letter or should I skip it as there is no question regarding that?

Is there no question that asks 'have you been refused a visa for any country in last 10 years' or something similar?

Please also note that we don't all have access to the online forms so don't know what questions you are asked.

In an leave to remain application, there is no question on previous refusals.

That's is why am confused.
