Converting to Tier 2 Gernal Dependent from ICT Tier 2 when new immigration laws are imminent

Hi Mods,
Would you be able to give me advice here, please?
I am in an ICT Tier 2 visa and my husband is in a Tier 2 General Visa status (as of Jan 2019). We have a son 8-year-old as my dependent.
We wish to be in the UK for the long term and hence we were planning to convert my visa to be that of a dependent to my husband. This process is coming to almost £6200 (Visa+IHS) for me and my son.
Since this is a huge amount I was thinking if this spends to make any sense now when the new immigration rules are not long to be introduced by the govt. of the UK. For eg: if ICT visa holders might get the rights to ILR or any other immigration friendly rules. I just got to hear that the earlier 2-year work after study is reinstated.

Would you be able to help give advice here, please?

There has been no announcement of changing the ICT rules to get ilr.
