Please clarify what counts as awaiting a decision?

Hi,

My Tier 4 visa expires in one week. I am going to submit my Tier 2 application online (just waiting to get paid tomorrow) and have already paid for the NHS health insurance. I am paying for the priority service to receive the visa 5 days after the biometric appointment.

However, from what I've heard it can take 2 weeks or so to get a biometric appointment (unless you also expedite that which I don't want to do since my start date isn't until the first week of March)

Once I submit my application online, does that count as awaiting a decision? Would it count as overstaying if I submit my application, but my biometric isn't until (hypothetically) February 4th?
