Redundant T2 General Employee - Change Employer within UK

I apologize if this query is duplicate of any existing posts.

I am in the UK on a T2 General Visa since Sep'17 and BRP valid until 10 Sep 20. Currently, I am on furlough until July'20. However, today I got a letter from my employer saying that my job is at risk, and they are in the process of electing employee representatives to make staff redundant. They may make my position redundant in mid of July. Therefore, I am thinking of looking for another sponsor. Would anyone please clarify the below questions for me. Any help would be greatly appreciated!

Can I change my employer inside the UK if I get a new sponsor? Current COS is of type restricted.

Can I apply for T2 General Visa, including my two dependents, from the UK if I get new COS?

Is there any cooling-off period to apply for the same visa again if I go back to my home country after Aug'20?

Yes, you would need to meet the requirements and get an unrestricted cos.
