Switching jobs with 3 months notice

Dear experts,

Is there a possibility to join a new employer with tier-2 visa if I currently have 3 months notice period? If so can you advise what is the correct process?

1. Do I need to hand over resignation before getting the new visa?
2. Do I have to start the new job before my notice period ends?
3. Is it possible to change the date on COS after I receive visa to a further date than in 3 months time?
