My husband who was driving his car - was issued a PCN (Penalty Charge Notice) by a Council after being found in contravention of 52M - Failing to comply with a sign indicating a prohibition on certain types of vehicles (motor vehicles). In layman terms, he was using a vehicle type on a road that does not allow for that type of vehicle. He paid the reduced penalty of £60 promptly without contesting, after receiving the notification in the mail.
The PCN was not recorded in his driving licence but it came to our postal address - since the vehicle is registered at our address and my husband is the sole and exclusive owner of the vehicle.
He is currently filling in the application for extending his visa as my PBS dependant. The question here is
1. Should the above be declared as:
a) Driving Offence OR

b) Criminal / Civil Offence OR
c) BOTH
2. How does this it affect his PBS dependant extension application?
