Tier 2 Dependant Visa

Hi,

If a family is living in the UK on a Tier 2 Visa /Dependants Visas can they invite another child from outside the UK without going to the embassy themselves.

From INF 6 (Family Members)

Can I go to live with my parents in the UK as a child?
You can apply to join your parents in the UK if:

your parents live in the UK legally, with no time limit on their stay, or they are applying at the same time as you

Does this mean the parents either need ILR and stay in the UK or if they have FLR they need to go to the embassy and apply together?
