Can I cancel my tier 5 and re apply another time?

Hi guys, I've been desperate to find some information about Tier 5 visa cancellion and if I can re apply.

I was given a Tier 5 visa in June 2017, however, due to a family emergency I wasn't able to leave in July . 2017 like I planned. Currently, I am taking care of my sick parent and don't think I will be able to go to the UK for a while. I don't see the point of going next year when I already lost a few months as it is. I want to be in the UK during those 2 years exactly.

So, I was wondering if I cancel the tier 5 visa and reapply maybe in 2019 instead? Does anyone know if it's possible? Because I've been stressed out thinking that I won't be able to reapply if I cancel. If I don't cancel more than likely I'm gonna lose a year or so on my current Tier 5 awarded.

Any information would be appreciated because I don't want to call UK border control for a crazy fee per minute or so.

Any news about this? I'm in a similar situation and hoping to (successfully) re-apply, but I don't even know if it is a possibility...
