Due to the recent wave of uni suspension and college revocation there is an almost zelot reliance on demonstrating educational progress. Many educational establishments will no longer offer a CAS unless you can fully evidence your previous UK educational qualification or in the case of revoked colleges the 60 day letter.
It is not a UKVI requirement and the education sector has essentially self imposed this barrier. So while the link you quote is entirely relevant it does not reflect the actuality the students face.
The issue of the November change ito only having a 10% refusal rate has also focused the point. The risk factor for any establishment HEI, FE or privste college has just been massively increased and many have started sifting out previously acceptable students if they feel there is any possibility of a refusal or at a later date being audited for taking students from revoked establishments.
There are hundreds if not thousands of genuine students caught up in this scenario and there is very little they can do.
The student helpline number also seems to have been taken out of use.
