Can Tier 2 G or ICT switch to Tier 4 as a student?

Hi,
1)Can Tier 2 General or ICT switch to Tier 4 as a student?
2) If Yes, Is it possible to do In Country Application?
3) Can Tier 2 General person switch to Tier 4 Depedent Visa
4) If Tier 2 Gemeral person moved to Tier 4 Dependent Visa Then is he eligible for 10 year ILR?

Please admin and any other senior members guide me on above questions?
