Tier 2 ICT to Tier 4 Student

Hi

I am on a Tier 2 ict visa till Dec 20, 2019. I may not be given extension beyond that date by my sponsor.
In that case,Can I go back to home country and apply for a TIer 4 student visa for Sep 2020 intake ?
Will cooling off period or any other rules that I do not know prohibit me from applying for Tier 4 student visa ?
