student tier 4 refused advice needed

Hello, i just need clarification on this ( Applications that were refused based on maintenance funds requirement may be reconsidered because of the judgment in Secretary of State for the Home Department v Pankina [2010] EWCA Civ 719 and others.

If you applied for leave to enter (EC, from outside UK) between June 23 - July 22 (2010),
or
If you applied for leave to remain (from within UK) on/before 22 July 2010 .

I sent my leave to remain application on 29/06/2009
they refused my application on 07/07/2010 that one year after on the ground that my bank statement was 6weeks old instead of 28days i did the appeal but it was dismissed as-well.

so wanted to know if am qualify for reconsideration on the new judgement that just arises

what is deadline for Pankina judgement to go for review
