student visa help urgent please !

hiya all !

i am new to the forum and this is my first post. i am preparing to apply for UK student visa from Islamabad. my situation is that my case was refused last year because during my application college was tackled down by UKBA.
that was the reason mentioned in letter. i appealed and provided another offer to UKBA. its been month and my passport is expire as well in appeal. never heard anything after e-mailing , fasex and phones etc. etc.

i am thinking to apply again with new passport and fresh case. i have an account which is nearly one million Rs and my brothers business bank account is running well as well. they put in and money out all months.
is it possible to show my account and my brother account for this new fresh case.
if not i ll try to arrange RS. 2 million in my account only.
how long that money should be in account ? how many months statement should i submit with new case.

i am submitting with my new case

1. CAS letter
2. Bank statements 2 ( my n my brother)
3. affividate on letter head that he is sponsor as well
4. our Form B that we are genuine brothers
5. my documents (academic & experience)
6. accomodation proof which is provided by college
7. ticket confirmation ( booked ticket)
8. travel insurance
9.appliation form
10. IELTS

i would be delight if someone help me in this matter. i dont rejection or refusal this time. or refusal on small points
