Tier 4 Dependent Visa URGENT HELP PLZ

Please tell me on which date of JULY the rules are changing for TIER 4 STUDENT DEPENDENT because my course started on 24th January i came in UK on 18th February and i started my college on 21st February, if i apply dependent visa on 24th July then i have to show around 3000 Pounds as a bank statement because i will be considered as an established student but if the rules are changing before 24th July then i have to show almost 14500 Pounds bank statement because i will not have established presence but at the moment i have a bank statement of 9500 Pounds. Can anybody suggest me something please urgent.
