emergency suituation and temp GB passport

A quick answer required.

Is there any way that HO can issue temp GB passport for ILR holder?as some one suggested but i need some expert confirmation.

Issue:

there is some life/death emergency for my friend,he has to travel to US,he applied for usa visa on his home country passport but they refused as you didnt spend enough time in uk so you dont hve strong bonds etc,he even mentioned that he will complete his 3 years in dec 2012 and he will apply for GB passport then he can travel,but at that time his mother will not alive as doc give her 2 mnth time.

Now one possibility is if there is any way he can get temp GB passport so he can do registration and travel on visa vawiver program and can see his mother last time.

any suggestion will be highley appreciated.
