Strange Documentary Evidence for BC Passport for Child whose parents are not yet naturalised

Refer Pg.6 of Passport Application Form Guidebook There seems to be a strange requirement for documentary evidence for BC passport for a child who has received the registration certificate as biritsh citizen - Section 1(3) and is now making an application for his/her first passport.

The documentary evidence as shown on Pg. 6 and again on Pg. 12, says one need to provide their grand parent's details or their parents' claim to BC.

This is particularly odd, if grand parents are not EU citizen & do not have any proof of marriage; and parents' are yet to qualify for their naturalisation.

Following excerpt from the Passport Application Form Guidebook:

If both parents were born after 31 December 1982, or were both born outside the UK, please give the following details in section 8 of the application form.

Either:
the full name, town, country of birth and date of marriage of your mother’s or parent 1’s parents and your father’s or parent 2’s parents, or
• details of your parents’ claim to British nationality.

Page 12 doesn't say so. There is a specific line for applicants who are naturalised or registered and there is a big X in the grandparents details.
