Name change or correction in passport

Dear friends,
My friend received his passport a couple of weeks ago. The passport office put his name in wrong way in passport. As he was not having his surname in his previous nationality passport so they put his given name in surname column and left the given name part blank as they can not issue the passport without surname as told to him by passport issuing office. what would be the best option for him? To change his name as he is not having surname or just ask to passport office to put his name as was in other passport? Over phone passport office told him to fill an application form along with photographs, and a covering letter and either post or pop in a passport customer service centre. Could anybody advice about this?

I'd simply follow HMPO's officer's advice.

Dear Friends,
Just need some information. As I mentioned earlier about the wrong name put in the passport. If I am write then HO put the surname between the asterisk. Is it not? For example if someone name is AAABBBCC where CCC is the surname, it would be written like this-*CCC*AAABBB. Is this correct? If nothing is written in asterisk that means that is your name. Could you please advice?
