Appeal against Bus Lane PCN and British Citizenship

Hi every one ,

Any help would be much appreciated.

My British Citizenship application is with home office since April 2015 and last month I received bus lane penalty charge notice from council and now council have rejected my representation and I am thinking to submit my appeal to Parking and Traffic Appeals Service.

I am not sure what is legal status of Parking and Traffic Appeals Service body and would it be considered as a conviction if I lost my appeal?

Please share some information regarding this, kind regards

Yes appealing in court and losing leads to a conviction.
