I need a bit guidance from the expert on british citizenship application.
I had got a Penalty Charge Notice on 18/03/2015(Parking ticket for parking car on more than 1.5 feet distance from curb). I had paid £35 as penalty on the same day. (Had got 50% discount as it was paid in less than 14 days)

Good Character guide says,
3.1 – 3.2 You must give details of all criminal convictions both within and outside the United Kingdom. These include road traffic offences. Fixed penalty notices (such as speeding or parking tickets) must be disclosed, although will not normally be taken into account unless:
• you have failed to pay and there were criminal proceedings as a result; or
• you have received numerous fixed penalty notices.

I have done some reading and understood that PCN (or Penalty Charge Notice) is not a criminal offence.
I am bit confused with the above statements.
Above section says, disclose about Fixed Penalty notice Parking Ticket.
Now my questions are:-
1)Do I need to mention about my Penatly Charge notice Parking ticket? If yes do I need to tick 3.1 check box yes on application form which says criminal conviction Yes/No? If I need to say Yes then can you please guide me how can this info be put on form so that it should not look like criminal offence which it actually is not. Also do I need to wait untill 19/03/2016 so that 12 months will have been completed to that parking ticket.
2) About one referee who should be of professional standing, by this can you help me to understand the profession the referee can be apart from ministers, solicitors.
