Right of abode renewal

Could you help with this
My 4 year old has ROA in his indian passport. He got a new passport and we send the old passport with ROA and new passport and renewal on 13/5/16. Got the acknowledgement on 18/5/16.
In the meantime, there is situation that we need to travel to India next month !!I emailed my circumstances and got an automatic reply that it would take up to 6 months to get the renewal
My question is
1. What is the timeline and experience of people in getting ROA
2. There is no mention of biometrics in guidance and application- do I have to worry about for my 4 year old
3. If I get the passports would my son be able to travel to India and return if he carries both old passport with ROA and new indian passport
