MN1 Application

Hi i am aplying for my son MN1 through council next week.I am doing JCAP for him.just have a concern on the referee as i spoke with gp they refused to give it.Just want to
know
1.can solicitor give the reference if they are not dealing with the application
2.i spoke with my store manager he is willing to give me the reference.as he is a business manager at Mcdonlds and i am working there.

Please clarify this issue.
