referee letters for young children applying for BC

I am applying to obtain British Citizenship for my 2 yr old son. He was born in the UK. My partner now has ILR. I should have ILR by the end of the year. By the guidelines he should be eligible. I am confused by the need for character reference letters in his application. When I looked up referees for children it looks as though the character references only apply to children between 10 and 18. I do not see an option to opt out of referee details on the online application though. Has anybody else dealt with this or knows how to navigate this issue? He is not even old enough for a referee to have known him for the required 3 years.

You need two referees. There is no exemption. It must be referees who know the child.

Note it is not a letter. You simy completed the referee forms in the online application that the referees sign once printed.
