UK passport application - Place and country of birth

Hi Guys!
I need your experience related to the first adult UK passport application after naturalisation.
In the foreign passport of the applicant as a Place of birth only the name of country is written. This is the law of that country. Although in the online naturalisation application the Place (City) of the birth was indicated, the naturalisation certificate has only the name of the country under the line Place and Country of birth. Perhaps, this decision was made based on the passport's information. Probably, this is the reason that, after submission of the passport application, the HMPO requested the birth certificate. The HM Home Office should know that after becoming a British citizen, the applicant will make a passport application and such a naturalisation certificate can cause a problem.
The applicant has not the birth certificate. When the applicant's first adult passport of that country was issued many years ago, the birth certificate was collected by the passport issuing authority. Also, the applicant is not able to obtain a replacement of the birth certificate.

Is it possible that the HMPO can issue a passport using only the name of foreign country as a Place of birth? Have you seen such UK passports issued to applicants which are not from British Overseas Territories.
