Passport application for child advice

I am in the UK (British National) and my partner (foreign national) has given birth to our son abroad. He is 1 year old and I wish to apply for his british passport.
My question is can I make the application in the UK or do I need to make the application at High Commission in the country of his birth? What form do I need to fill and what paperwork would I need.
