apply citizenship for child overseas

hi, the child is now eligible to register British citizenship however he's ling overseas with his grand parents and Home Office web site says the UK embassy in that country can accept applications. However the embassy only deals with consular and visa services. The visa service centre in the country respond that the child should apply for PR visa which is much more expensive than a visitor visa. Because eventually he will be applying for citizenship therefore applying for a PR would be waste of money. But the visitor visa requires that the applicant intend to leave the country at the end of visit. So is it possible to apply it in view that the child will return to overseas country after handed in the MN1 application? Thanks in advance.

Have you spoken / written to someone at the embassy in question to enquire if they accept MN1 application?
Which country are you referring to?

Thanks for the reply. the embassy doesn't have such option and no one's answering the phone even for consular service at their working hours. I can see how "efficient" it is so I decide probably apply in UK.

It is not a service they normally put on their website. What they do is just to accept the application. The papers are then passed to the UK for a decision to be taken here.
