Could you tell me if there is any chance to apply for new born babe British Citizenship passport if both parents are EU members.
Babe was born in Uk both parents have been living in Uk for more than 3 years.

Unless by "EU member" you mean Irish or if the child was born in the UK before the year 2000, then the answer is no.

You have to live in the UK for 5 years before the child birth, for the UK born child to be British from birth.

If the child is born in the UK, and later you obtain PR (after 5 years), you can apply to register him as British. Once the application is approved, he becomes British and can apply for a passport.
