Simple question; Can Non EU spouse Naturalize to UK Citizenship without EU Spouse? (EU Spouse remains EU Citizen)

Simple answer: Yes.

Once the non EEA national obtain PR (after 5 years), he/she is not dependant on the EEA national any more.
