I am going to apply for citizenship for my baby using the MN1form. Could someone please tell me whether i need the letter requesting dual Citizenship when i apply for MN1 or only once applying for his passport?

You don't need a letter. You apply for British citizenship. The UK allows dual nationality. There is no need to ask for permission from the UK government to become dual national. You might have restrictions by your current nationality authorities but that's between you and them. The UK is not part of it.
