Naturalization date requirement

Couple of questions on the date requirement.
Entered UK: 23 Nov 2006
ILR stamped on: 30 Oct 2011

Can i apply ON 30 Oct 2012 to NCS? Or it must be one day later (31 Oct 2012)? The term 12 months before is a bit subjective for me to interpret.

Also, i was physically in the UK until 18 Nov 2007, but left on a vacation outside the country for about a month.
If i apply to NCS on 30 Oct, and even if home-office receives the application on 02nd Nov - my absence wouldnt affect my application, right? (Since 5 years before application received 02 Nov 2007, i would have been physically in the UK). I presume it doesnt matter that i was outside UK 2 weeks after that in 2007.

I would be grateful if my questions are answered.
I have went thro' FAQs, however an explicit answer would clear my doubts.

Call the NCS In your area and ask them if they accept your application ON the 30/Oct .

For the holiday it should be ok

The application should be received by the HO on or later than 30/10 so NCS on that day is not a problem (as it would take at least 1 day for the post to be delivered).
