What is the parents nationality? It is quite rare that a child is born stateless. Normally a child receives the parents nationality.

No. And that was the reason I asked for the parents nationality. The fact that some countries (India for example) require a child born abroad to register the birth in order to become citizen doesn't make the child stateless.

In any case, a real stateless child won't meet the requirements to register as BC before the age of 5.
