Form AN Item 3.6 Criminal Convictions / Civil Judgements

Hello,
I am planning to apply for Naturalization as a British Citizen in the next few weeks. I have a few questions regarding item 3.6 Criminal Convictions/Civil Judgements of the form AN. I have reproduced the clause below.
Criminal Convictions: Civil Judgments
3.6 Do you have any criminal convictions in the UK or any other country (including traffic offences) or any civil judgements made against you? Yes No
If you have answered Yes above please give details below for each sentence starting with the most recent one. If you have received more than two sentences you should continue on page 13. Convictions spent under the Rehabilitation of Offenders Act 1974 need not be disclosed (see page 16 of the Booklet AN). If you have answered No please go to question 3.7.
Around two years back I was issued a fixed penalty notice by the police with a fine of £200 and six points on my license for driving without insurance. I payed the fine within the given time and also accepted points on my license. Please note that I did not go to court for this offence and the penalty was issued by police and not by a court. I surrendered my license and counter part at the police station and it was returned by a court with the points endorsed. The counterpart of my driving license says Fixed Penalty notice and the "data of conviction, fine, disqualification period and other" columns of the counterpart are blank.
I would be grateful if someone could you please answer the below queries,
1. Is the above fixed penalty notice classed as a criminal conviction? If no is the answer to the above question "NO"?.
2. I intend to state the fixed penalty notice in the "Further Information Not Covered In Other Sections" on page no. 13 of the Form AN and I shall include the counter part of my driving license along with my application. Will this be acceptable or with "NO" to question 3.6 I need not state this in the form and only include the counter part?
3. This fixed penalty is around two years old and i dont have any penalties during the last 12 months. Even if i disclose it, is it likely to have an impact on my application as guidance Booklet AN under section 9 says that driving while uninsured is not a minor offence?
