Guidance required for naturalisation application

Hi one of my friend is due for nationality in August 2013. He got IRL on the basis of 10 years long residence. His questions are
1. On 23 August his 1 year will complete after Ilr.how long before he can apply for naturalisation
2. Which documents he need to submit with his application
3.can he get appointment for NCS on 22nd August 2013 I think someone told him you can apply just 1 day before but not sure.
4. If he is married then he should mention his partner name as well his partner is not in this country.
Please advice me in this matter.
