Or one have to get it from post office ?

You can get a form from the Post Office and you don't have to pay the form. However, rather than wasting a form for practice, you can jot down the answers on a blank sheet of paper and then write on the actual form.

Or one can go online https://www.gov.uk/apply-renew-passport fill out an online form, save it, and IPS will print it and post it to one's address for one to return it with fees, photos and additional documents.
