referee question plz

Regarding Naturalisation. Ive been reading that one referee, the 'professional' one can be from your home country i.e not from UK. Is that true? I mean even if he's never set foot in UK?
Surely he has to have known me for past 3 years since I've been in UK, knowing me before as an old friend of course .

I don't think so he can be outside the UK. This is the
list of accepted professions by UKBA.

the guide just says they can be from ANY nationality (as per guide AN page 11) - I guess that could loosely be interpreted as someone who has not set foot in UK but I would not risk it!
I would interpret it as someone who lives in the UK, has known you for 3+ years but does not necessarily have UK passport/Citizenship. Would just make life easier
