UK citizenship and 15 months rule

I have a question about applying for UK citizenship. My girlfriend got indefinite leave to remain on 3 April 2013 (10 year rule) and she submitted the indefinite leave to remain application on 2 August 2012.

I wondering when she can submit citizenship application ? Normally she should wait for 12 months, but there is the special rule if she has waited for indefinite leave long time: "you made a successful application for indefinite leave to remain more than 15 months before your naturalisation application, but the decision on your application was delayed for a reason that was not your fault" This rule is according to: http://www.findlaw.co.uk/law/immigratio ... 30884.html or http://www.ukba.homeoffice.gov.uk/sitec ... iew=Binary

So can she submit the citizenship application already on 2 November 2013 ? Does anyone has experience making the application based on this rule ? It was not her fault that indefinite leave to remain processing was delayed, she gave biometric fingerprints immediate after receiving the letter.

Does anyone have any practical experience on applying for British citizenship based on this rule ? Are Nationality Checking Services aware on this rule ?
