Citizenship Photo - 1 photos or 2 , referee signs or not ?

I am struggling to figure out if each of the 2 referees needs to sign one photograph ie we need to submit 2 photos or is it just one photo that needs to be signed by the referee ? or no photo needs to be signed by the referee ?
I am talking about the endorsement that reads -
"I CERTIFY THAT THIS IS TRUE LIKENESS OF

no photo needs to be signed by the referee
Send only one photo

I think you are thinking about the passport application? That requires the referee to endorse as you mention above
I don't remember the naturalisation application (or the guide, etc) mentioning more than 1 photo .. and no mention of any signature by referee
