6 points for speeding

Hi all, my friend wants to apply for naturalization, he's got 6 points for minor speeding , 3 points twice basically, speeding in 30 mph , one was 15 months ago , the other 17 months, i read that after 12 months it's ok , or is it non custodial? and he's got to wait 3 years??? thanks for your answers
