accountant as referee for citizenship

If I decide to use an accountant as one of my referees for my citizenship application, does he need to be someone who works as an accountant for a living (i.e. someone who files tax returns on his clients' behalf), or is it O.K. if he is just a qualified accountant (i.e. someone who achieved certifications and is a member of a professional body)?
