Naturalisation in 11 months or 12 months ? confusion

Hi,
I have booked my NSC appointment on Next Friday (28 June) and I will be completing my one year in ILR in 07/07/2013. Could someone pls tell me do I need to wait until I complete 12 months after I received ILR ( which will be 07/07/13) OR like any-other time I can apply one month before expiry .
If so where can I see it clearly under regulations ?
