Friend applying for citizenship, documents checking process

A friend is not due to apply for citizenship. Little more than one yr spend on ILR.

Can he apply for the document checking service with council?

Also I was looking at form AN, it does not clearly mention how much to pay and how to make payment for the application.

Can someone briefly outline the whole process for me please? What do you do first, what appointments to book, where/when to pay, form submission etc.

Your friend can use Nationality checking service in any council who will check all his documents and send them to UKBA on his behalf.
